What the Law Says
Every person driving or riding as a pillion on a motorcycle or scooter must wear a protective helmet that conforms to BIS (Bureau of Indian Standards) specifications. Non-ISI helmets do not qualify. The fine applies to both the rider (if pillion is helmetless) and the pillion separately. Children above 4 years riding pillion must also wear a helmet. Two-wheeler accidents account for nearly 45% of all road fatalities in India.
