Section 129 MV Act: Every person driving or riding as pillion on a two-wheeled motor vehicle must wear a protective headgear conforming to BIS standards. Section 194D: Penalty = ₹1,000 + suspension of licence for 3 months. CMVR Rule 11B specifies that the helmet must be of the "crash helmet" type and must conform to IS:4151. The helmet strap must be fastened.
