What Is a PUC Certificate? — Pollution Under Control
Every vehicle in India must carry a valid PUC certificate. Here's what it is, how to get it, and what happens without it.
A PUC (Pollution Under Control) certificate proves that your vehicle's exhaust emissions are within the limits set by the Central Pollution Control Board (CPCB). It is mandatory for all motor vehicles in India and must be renewed every 6 months.

What Is PUC?
PUC stands for Pollution Under Control. It is a certificate issued after testing your vehicle's exhaust emissions at an authorised PUC testing centre. The test measures carbon monoxide (CO) and hydrocarbon (HC) levels for petrol vehicles, and smoke opacity for diesel vehicles. If your vehicle's emissions are within the prescribed limits, you get the certificate.
Why Is It Mandatory?
India has some of the worst air quality in the world. Vehicle emissions contribute approximately 40% of urban air pollution in Indian cities. The PUC system is a basic check to ensure vehicles on the road are not excessively polluting. A vehicle that fails PUC likely has a faulty engine, clogged catalytic converter, or other mechanical issue that also reduces fuel efficiency.
How to Get a PUC Certificate
PUC testing centres are located at most petrol pumps and authorised service centres across India. The process takes 5–10 minutes.
- ›Drive to any authorised PUC testing centre (look for the yellow "PUC" signboard at petrol pumps).
- ›The technician inserts a probe into your exhaust pipe and runs the engine.
- ›The machine measures emission levels and compares them to CPCB limits.
- ›If passed, you receive a printed PUC certificate with a QR code.
- ›The certificate is also uploaded to the VAHAN database — so it appears on DigiLocker and mParivahan.

PUC Validity and Renewal
For new vehicles, the PUC certificate issued with the vehicle is valid for 1 year from the date of registration. After that, it must be renewed every 6 months. For vehicles older than 1 year, the PUC is always valid for 6 months from the date of issue.

The 2019 MV Act amendment significantly increased the penalty for driving without a valid PUC certificate.

- ›Vehicle may be impounded until a valid PUC is obtained.
- ›Without PUC, your vehicle insurance claim may be rejected.
What If Your Vehicle Fails PUC?
If your vehicle fails the PUC test, it means the emissions exceed permissible limits. This is usually caused by a poorly tuned engine, clogged air filter, faulty catalytic converter, or old engine oil. Get the vehicle serviced, fix the underlying issue, and retest. Do NOT try to "manage" a pass by bribing the tester — the machine uploads results directly to the VAHAN server.
PUC Emission Limits
The CPCB prescribes different limits based on fuel type and BS (Bharat Stage) emission standard:
- ›Petrol BS-IV: CO ≤ 0.3%, HC ≤ 1500 ppm.
- ›Petrol BS-VI: CO ≤ 0.2%, HC ≤ 1200 ppm.
- ›Diesel BS-IV: Smoke opacity ≤ 50 HSU.
- ›Diesel BS-VI: Smoke opacity ≤ 40 HSU.
