Hypothecation Removal Process in Delhi

Check with your lender first. Since 1 March 2026, financiers connected to the RBI Innovation Hub's Unified Lending Interface can report your loan closure straight into VAHAN, which clears the HPA entry without Form 35 or an RTO visit. Close the loan & get bank NOC

Clear pending challans
Under Rule 167 as substituted in January 2026, registration applications for a vehicle with challans left unpaid past their deadlines are not processed. Check on the e-Challan portal first.

Fill Form 35
Download it from Parivahan or collect it at the RTO. It is filed in duplicate (triplicate if another registering authority issued the RC), each copy signed by both you and the financier.

Apply online or at the RTO
Online: parivahan.gov.in → Vehicle Related Services → select Delhi → Hypothecation Termination. Offline: visit your registering RTO.

Rule 81 levies no separate fee for termination or the fresh RC. Pay only the service or postal charge the VAHAN portal displays.

Receive the updated RC
Once the RTO approves, the HPA entry is removed in VAHAN and a fresh RC without the endorsement is issued.

Where do I remove hypothecation from my RC in Delhi?

You can apply either at the RTO where your vehicle is registered in Delhi, or online on parivahan.gov.in / https://transport.delhi.gov.in. There are 13 RTO offices across Delhi that process hypothecation termination.

What is the fee to remove HPA from RC in Delhi?

Rule 81 of the Central Motor Vehicles Rules, 1989 charges the registration fee when hypothecation is endorsed on the RC, and states that no separate fee is levied for cancelling it or for issuing the fresh RC — the ₹200 smart-card charge is expressly waived for that RC too. Delhi may still add service or postal charges, so pay the amount the VAHAN portal shows rather than a figure quoted by an agent. If your lender is on ULI, the termination is triggered digitally and there is no application to pay for.

How long does HPA removal take in Delhi?

Timelines vary by RTO and there is no statutory deadline for the RTO. Applying online on VAHAN and uploading a clear NOC avoids most delays. Your lender, however, is bound by RBI's rule to release the NOC within 30 days of loan closure.

Which forms are required in Delhi to remove hypothecation?

Form 35 (notice of termination of hypothecation), signed by you and the financier, with the financier's NOC, your RC, valid insurance, PUC and address proof. If you also want to transfer ownership, add Form 29 and Form 30.

Do pending challans stop hypothecation removal in Delhi?

They can. Under Rule 167 as substituted on 21 January 2026, once a challan is left unpaid past its deadlines, applications relating to the registration of the vehicle named in it are not processed. Check and clear challans on the e-Challan portal before you apply.

Can I remove hypothecation online in Delhi?

Yes. Delhi is integrated with Parivahan Sewa. Visit parivahan.gov.in → Online Services → Vehicle Related Services → select Delhi → Hypothecation Termination. Upload scanned NOC and documents, pay online, and track the application status.

What is the Delhi state transport portal?

Delhi uses https://transport.delhi.gov.in as its state transport portal, alongside Parivahan Sewa. Some state-specific services — like slot booking and physical inspection — are available only on the state portal.
