Penalty Under Law
No licence: ₹5,000 + 3 months imprisonment (Sec. 181). Minor driving: ₹25,000 on guardian/registered owner (Sec. 199A).

What the Law Says
Section 3 MV Act: No person shall drive a motor vehicle in any public place unless they hold an effective driving licence for the class of vehicle. Section 4: Minimum age — 16 for gearless two-wheelers up to 50cc, 18 for all other vehicles. Section 9: Learner licence issued first (validity 6 months); must display L-board. Section 181: Driving without licence = ₹5,000 fine + imprisonment up to 3 months. Section 199A (2019 amendment): Guardian/owner allowing minor to drive = ₹25,000 fine + vehicle registration cancelled.
💡 Why This Rule Exists
A driving licence certifies that a person has demonstrated the minimum knowledge of traffic rules, road signs, and vehicle handling required to drive safely. Without this minimum standard, any person could operate a vehicle — creating systemic risk. The heavy penalty for allowing minors to drive (inserted in 2019 after several high-profile accidents involving underage drivers) addresses the specific problem of parents lending cars to under-18 children.
