Learner's Licence Rules and Restrictions
A learner must always drive with a licensed driver beside them and display an "L" plate.
A learner's licence holder must always be accompanied by a person holding a permanent DL for the same vehicle class. An "L" plate must be displayed on the front and rear. Learners cannot drive on highways. The LL is valid for 6 months.

Driving as learner without licensed companion: ₹500 (Sec. 177). Without L plate: ₹500. Without LL: Sec. 181 — ₹5,000.

What the Law Says
Section 3 MV Act: A person with a learner's licence may drive only when accompanied by a person holding a valid driving licence for that class of vehicle, seated beside the learner (or in a position to take control). CMVR Rule 11B: "L" mark must be displayed prominently in red on white background on the front and rear of the vehicle. The LL holder must not carry passengers (except the instructor/licensed companion).
💡 Why This Rule Exists
Learner drivers have not yet developed the skills, hazard perception, and muscle memory needed for independent driving. The companion requirement ensures someone can intervene in an emergency. The "L" plate warns other road users to give the vehicle extra space and patience.
