Vehicle Registration Certificate (RC)

Every vehicle on a public road must have a valid RC. Unregistered vehicles are illegal.

All motor vehicles on public roads must be registered. The Registration Certificate (RC) must be carried at all times and must reflect the current owner's name.

What the Law Says

Section 39 MV Act: No person shall drive a motor vehicle in any public place without a valid certificate of registration. Section 192: Driving an unregistered vehicle is punishable with fine up to ₹2,000 for first offence and ₹5,000 for subsequent offences. The RC must show the correct owner (transfer of ownership must be recorded within 14 days — Sec. 50). High-security registration plates are mandatory on all new vehicles from 2019.

Vehicle registration creates an identity trail for every vehicle on the road — enabling enforcement, accident investigation, stolen vehicle tracking, and challan issuance. An unregistered vehicle cannot be identified after a hit-and-run, cannot be insured, and represents a gap in road safety accountability.
