Electric Vehicle (EV) Rules in India

Registration, insurance, charging, green number plates, and subsidies — everything EV owners need to know.

Electric vehicles are the fastest-growing segment in India's automotive market. While most traffic rules apply equally to EVs, there are specific regulations around registration, identification, subsidies, and safety that every EV owner should know.

Quick Facts

  • Number plate: green with white text
  • PUC: not required for EVs
  • Road tax: exempted in most states
  • FAME II: central subsidy on eligible models
  • Battery cover: recommended insurance add-on
  • Charging: home or public — no licence needed

Green Number Plates

All battery-operated electric vehicles in India must display green number plates with white lettering. This distinguishes them from ICE (Internal Combustion Engine) vehicles and enables benefits like toll exemptions and parking concessions in some states.

  • Private EV: green plate with white text.
  • Commercial EV (taxi, goods): green plate with yellow text.
  • Green plates are issued by the RTO at the time of registration.

Registration and Road Tax

Many states offer significant incentives for EV registration:

  • Road tax: exempted or heavily reduced in most states (Delhi: 100% exemption, Maharashtra: up to 90%).
  • Registration fee: waived or reduced in many states.
  • FAME II subsidy: central government subsidy on purchase price (for eligible models).
  • State-specific subsidies: additional ₹10,000–₹1,50,000 depending on the state and vehicle type.

PUC Exemption

Electric vehicles are exempt from PUC testing since they produce zero tailpipe emissions. However, you still need to carry all other documents (DL, RC, insurance).

Insurance for EVs

EV insurance follows the same structure as ICE vehicles — third-party is mandatory, comprehensive is optional. However, there are some differences:

  • Battery cover: EV-specific add-on that covers battery damage, degradation, and theft (batteries are 40–50% of the vehicle's value).
  • Charging equipment cover: covers your home charger against damage/theft.
  • TP premiums: same as equivalent ICE vehicle class.
  • Comprehensive premiums: may be higher due to expensive battery replacement costs.

Charging Rules

EV charging in India is governed by MoP (Ministry of Power) guidelines:

  • Public charging stations: no licence required to set up (de-licensed by MoP in 2022).
  • Domestic charging: you can charge at home using a standard 15A socket (slow) or an installed wall box (faster).
  • Electricity tariff: many states offer concessional EV charging rates.
  • Charging etiquette: do not leave your vehicle plugged in after full charge at public stations.
  • Do not charge in the rain without a covered charging point (safety concern).

Safety Considerations

EVs have unique safety characteristics:

  • Silent operation: pedestrians and cyclists may not hear you approaching — use horn appropriately.
  • Instant torque: EVs accelerate very quickly — be careful in traffic and parking.
  • Battery thermal event: in case of battery smoke/fire, evacuate immediately and call fire services. Do NOT use water (use dry chemical extinguisher or sand).
  • Low centre of gravity: EVs handle well but are heavier — braking distances may be longer.
  • Regenerative braking: learn to use regen to extend range and reduce brake wear.

Frequently Asked Questions

Do electric vehicles need PUC?
No. EVs are exempt from PUC testing since they have zero tailpipe emissions.
What colour is an EV number plate?
Green number plate with white text for private EVs. Green with yellow text for commercial EVs.
Is road tax exempted for EVs?
Many states offer full or partial road tax exemption. Delhi: 100% exemption. Maharashtra: up to 90%.
Do I need a licence to set up an EV charging station?
No. The Ministry of Power de-licensed EV charging in 2022. Anyone can set up a charging station without a licence.
