Highway Median and Divider Rules
Never cross a highway median or divider. Use designated openings and U-turn points only.
Highway medians (dividers) separate opposing traffic flows. Crossing the median at any point other than a designated opening is treated as dangerous driving. Median-crossing accidents on highways have an extremely high fatality rate.
Penalty Under Law
Crossing median: Sec. 184 — ₹1,000–₹5,000 + imprisonment. If fatal: IPC/BNS culpable homicide.

MV Act Sec. 119, 184; NHAI Guidelines; IRC:93
What the Law Says
Section 119 MV Act: Every driver must obey traffic signs and road markings. Highway medians/dividers are physical instructions — crossing them violates the Act. Section 184: Any person who drives in a manner so rash or negligent as to endanger human life is punishable with imprisonment up to 6 months and/or fine ₹1,000–₹5,000. If death results from a median-crossing accident, the driver faces culpable homicide charges (IPC Sec. 304A / BNS equivalent).
💡 Why This Rule Exists
Medians exist to physically prevent head-on collisions — the most lethal type of road accident. At highway speeds (80–120 km/h), the closing speed of two opposing vehicles is 160–240 km/h. No occupant survives such an impact. Illegal median openings (cuts made by locals) and vehicles crossing medians are responsible for some of the worst multi-vehicle pile-ups on Indian highways.
Key Facts
- 1
Use only designated median openings (marked with signs).
- 2
Concrete/metal medians: never attempt to cross — vehicle damage + head-on collision risk.
- 3
Gaps in medians are often illegal cuts made by locals — do not use them.
- 4
If you miss your exit: drive to the next designated U-turn point.
- 5
Report illegal median gaps to NHAI: 1033 helpline.
- 6
Many highway fatalities involve vehicles crossing the median after a tyre blowout — maintain tyre health.
⚠️ Common Violations

Expressways (controlled-access highways) have additional rules: minimum speed limits (often 80–100 km/h), no pedestrians, no cyclists, no animal-drawn vehicles, no stopping on the carriageway, and mandatory toll payment.
Wrong-way entry: ₹2,000–₹5,000
Toll Plaza and FASTag Rules
FASTag (RFID-based electronic toll collection) is mandatory on all national highways since February 2021. Vehicles without FASTag must pay double the toll fee. Jumping or bypassing a toll plaza is a punishable offence.
