RTO Form 28 vs 29 vs 30 vs 34 vs 35 — Which One Do You Need?

Which form does your situation need?

Selling your vehicle within the same State, loan already closed

Form 29 + Form 30

Form 29 is the seller's notice; Form 30 is the joint application that records the buyer as owner. They are filed together — Form 30 alone is incomplete.

Selling your vehicle to a buyer in another State

Form 28 + Form 29 + Form 30

Form 28 (NOC) comes first, from the RTO where the vehicle is currently registered. Without it the receiving RTO cannot re-register the vehicle.

Selling a vehicle that still has a loan on the RC

Form 35 first, then Form 29 + Form 30

Hypothecation must be terminated before ownership can transfer. Form 35 needs the financier's signature and a bank NOC / loan-closure certificate.

You finished paying off your car loan

Form 35

This is the only form needed. It removes the HPA endorsement so the RC shows you as sole owner.

You are taking a loan against a vehicle you already own

Form 34

Adds the financier to the RC after registration. Form 34 and Form 35 are exact opposites of each other.

You are moving to another State and taking the vehicle

Form 28

Required if the vehicle will be kept in the new State for more than twelve months (Sec. 47). A BH-series registration avoids this entirely.

The pair people most often confuse

Form 34 adds a lender to your RC; Form 35 removes one. They are mirror images, both require the financier’s signature, and both are frequently mislabelled online as “the hypothecation form”. Equally, Form 29 is not an alternative to Form 30 — a sale needs both, filed together, and an RTO will return the file if either is missing.

What is the difference between Form 29 and Form 30?
Form 29, prescribed under Rule 55(1) of the Central Motor Vehicles Rules, is the notice of transfer of ownership filed by the seller to inform the RTO that the vehicle has been sold. Form 30, prescribed under Rule 55(2) and (3), is the joint application signed by both seller and buyer that actually records the transfer. They are not alternatives — a sale requires both, submitted together.
What is the difference between Form 34 and Form 35?
They are exact opposites. Form 34 (Rule 60) adds a hire-purchase, lease or hypothecation agreement to a vehicle already registered — used when you take a loan against a vehicle you own. Form 35 (Rule 61(1)) is the notice of termination of that agreement — used when the loan is paid off and you want the lender removed from the RC. Both need the financier's signature.
When do I need Form 28?
Form 28 is the application for a No Objection Certificate, prescribed under Rules 54 and 58(1), (3) and (4). You need it when the vehicle is being moved to another State, or sold to a buyer in a different RTO jurisdiction. The receiving RTO cannot re-register the vehicle without it.
Can I transfer ownership while a loan is still on the RC?
No. Hypothecation must be terminated first using Form 35, supported by the financier's NOC or loan-closure certificate. Only once the HPA entry is removed can Form 29 and Form 30 be processed to record the new owner.

All of them are available on parivahan.gov.in under Informational Services → Downloadable Forms, and on most state transport department websites. Always check the rule reference printed in the form header — many third-party sites host outdated or mislabelled versions.
Does the BH series avoid any of these forms?
It avoids Form 28. A BH-series registration mark is valid across India, so relocating to another State does not trigger the Section 47 re-registration requirement and no NOC is needed. Forms 29, 30, 34 and 35 still apply to a BH vehicle in the normal way when it is sold or financed.
