What the Law Says
CMVR Rule 103: Every motor vehicle must be equipped with headlights (white or pale yellow), rear lamps (red), brake lights, and indicators. Rule 104: Headlights must be on from 30 minutes after sunset to 30 minutes before sunrise, or in any other conditions of poor visibility (fog, rain, dust). Rule 105: High beam (main beam) must be dipped to low beam when approaching an oncoming vehicle at 200 metres.
💡 Why This Rule Exists
Visibility is the foundation of road safety. Inadequate lighting reduces reaction time, hides pedestrians and cyclists (who have no lights), and prevents drivers from reading road markings and signs. High beams blind oncoming drivers, causing a "visual blackout" lasting 2–3 seconds — at 80 km/h, that is 44–66 metres driven effectively blind.
